Under Article 27 of the Federal Law of December 10, 1995 No. 196-FZ on Road Safety, the expiration of a driver’s license is a ground for auto termination of the driving right. At the same time, the legislation does not establish a specific deadline for obtaining a replacement license.
It is important to note that the government of Russia extended the validity of national driver’s licenses for three years for those that expire or expired from January 1, 2022, through December 31, 2023. This decision has been published on the state government portal and remains in effect.
Conditions that require issuing a new certificate include:
- changes to driver details
- medical restrictions on driving
- loss or damage to the certificate
Driving a vehicle without a valid license, except during driver training, can result in an administrative fine ranging from 5,000 to 15,000 rubles under Article 12.7, part 1, of the Administrative Code. Crimes of the Russian Federation.
There is no need to wait until December 31 to replace a driving license. The replacement can be completed in advance by submitting the appropriate application to the examination department of the National Traffic Inspectorate or at a multifunctional center for the provision of government and municipal services.
