According to RIA Novosti, the holding company behind the Rolf car dealership was removed from the control of the Federal Property Management Agency. The report notes that the move accompanies a broader reshuffle of state oversight over significant business assets. The decree, signed by President Vladimir Putin, formalizes the administration change and redirects governance for the group’s holdings.

The document describes the action as invalidating certain sections of the previously published asset list and establishing interim administration. It refers to the interim administration that was approved by Presidential Decree No. 302 dated April 25, 2023, and confirms the creation of temporary management of specific properties.

Under the decree, the management of Rolf’s assets was transferred to the Federal Property Management Agency in December 2023. The holdings include Cyprus offshore Delance Limited and shares in Rolf Motors, as well as related entities such as Rolf Estate St. and Rolf Tech. The decree also concerns shares in the authorized capital of St. Petersburg and of the connected enterprises, along with associated property rights.

In September 2024, Rolf announced that the owner of the holding is Omer Kremlev, signaling a notable shift in the ownership dynamics of the group.

Earlier, in August, Russians spent a record amount on secondhand cars, a data point that underscores ongoing activity in the domestic auto market and consumer demand amid a changing economic landscape.
