The 30% discount for paying government taxes through the public services portal expired on December 31, 2022. Initially, the discount was slated to end on January 1, 2021, but it was extended for an additional two years. In the current budget planning, there are no indications of extending the discount into 2023, and it does not appear in the draft budget for this year.
Under the terms of paragraph 3 of Article 8 of the Law On OSAGO, the validity window for the basic insurance rate limits set by the Bank of Russia, including their minimum and maximum values and the associated coefficients, cannot fall below one year. In practical terms, insurers may adjust rates no more than once per year, ensuring a stable framework for policyholders while allowing for periodic updates to reflect shifts in risk and market conditions.
As of January 1, the deferral on issuing OSAGO for refugees from Ukraine, the DPR, and the LPR ended. The law provided that refugees arriving by their own vehicles could drive without OSAGO for up to 90 days, after which they were required to obtain an OSAGO policy to continue legally driving on Russian roads.
Additionally, the prohibition on foreign-registered trucks entering the Russian Federation was lifted. On September 30, 2022, authorities announced a temporary ban on transporting goods by foreign carriers from unfriendly countries. The ban took effect on October 10 and remained in place through December 31, 2022, after which policy adjustments were made to align with evolving trade and safety considerations.
