The current plan to revive the state car recycling program, which was active between 2010 and 2018 and offered a discount on the purchase of a new vehicle when an old car was turned in for processing, is being considered for a restart. A proposal has been put forward outlining how the program could be improved, according to Izvestia.
The Ruslom.com association argues that the discount should be increased from 50,000 rubles to 150,000 rubles. This idea was sent to the Ministry of Industry and Trade as part of a set of measures aimed at supporting domestic industry and stimulating the market for new vehicles.
Proposals include creating a national register of car recyclers in collaboration with the National Office. The goal is to enable recycling through multiple channels, including participation by car dealers, licensed waste disposal companies, and specialized associations.
Another key point is the introduction of penalties for recycling equipment that operates without proper licensing. Such enforcement would help establish a robust recycling sector, improve compliance, and boost the collection of end-of-life vehicles and their metal components.
Advocates believe that these measures would strengthen the entire automotive ecosystem by supporting manufacturers, buyers, scrap processors, and metal producers, an objective viewed as especially important given the current economic context. The approach aims to align incentives across the supply chain, encourage higher recycling rates, and secure a steadier flow of secondary materials for industry in the near term.
