Proposed Russian taxi regulations expand data access and regional oversight

As outlined in the draft, owners of taxi delivery services, with the sole exception of the FSB itself, would be obligated to relay information about transportation activities to the Uniform Regional Navigation and Information System RNIS. This platform coordinates the management and oversight of transport infrastructure across Russian regions, linking real time vehicle and driver locations with regional authorities.

Additionally, the bill brings together several already noted ministries and agencies. The Ministry of Justice, Rostransnadzor, the Ministry of Labour, the Ministry of Finance, the Ministry of Economic Development, the Ministry of Industry and Trade, the Federal Tax Service and the Ministry of Health are reported to have reached a consensus on the proposed legislation.

The draft law also introduces a minimum fare for passenger and baggage carriage, places limits on the number of passenger taxis operating in a region, and assigns responsibility to aggregators for harm caused to a passenger’s life, health or property. These provisions are intended to standardize operations and reinforce accountability across the sector.

Market participants note that a lengthy process shaped this regulation, with experts predicting a new version will soon be submitted to the State Duma for consideration. The evolving framework aims to address safety, pricing and governance concerns while aligning with broader regulatory objectives in Russia’s transport sector.
