City officials in Saint Petersburg have been examining experiences from other major cities. They cite Moscow, where, following a decision by the anti-terrorism commission, cars lacking license plates were targeted for removal from parking areas. They also reference Kazan, where wheel clamps have been used to deter repeated unauthorized parking by such vehicles. The aim is to deter nonpayment and ensure that paid parking spaces serve legitimate users.

Earlier, it was reported that by May 10 the center of Moscow planned to limit the operation of car sharing services as part of broader enforcement measures. The Saint Petersburg administration appears to be evaluating similar strategies to maintain order and revenue collection within the city’s paid parking network.
