Starting this September, changes arrive in how repairs are calculated under the new OSAGO service rules, specifically when scarce spare parts are involved. The shift will take effect on Sunday, with calculations now leaning on the prices of analogue parts, but only if genuine original spare parts aren’t available for sale and can be delivered within a 15-day window, according to Evgeny Ufimtsev, executive director of the Russian Union of Motor Insurers (RSA).

Ufimtsev clarifies that the Central Bank instruction does not alter the repair process itself. The adjustment is limited to the procedure for compiling spare-parts directories used in the claims workflow. In practical terms, the data collection component changes, shaping how part availability and pricing are recorded and reflected in OSAGO settlements.

As Ufimtsev explains, the effect will be visible in the price representation for a spare part that may not have previously appeared in the CMTPL spare-parts guide. The new price will be established based on the actual market offerings that can be delivered within up to 15 working days. In other words, prices will reflect real market conditions rather than a static catalog, ensuring that compensation aligns with what consumers can realistically obtain in a reasonable timeframe.

Nikita Gudkov, deputy editor-in-chief of Za Rulem magazine, noted as a long-standing and authoritative voice in Russian automotive journalism, predicts that the OSAGO system is likely to see a price increase in the near term. Such an adjustment could impact motorists, potentially narrowing their options or encouraging cautious budgeting and planning as repairs become costlier and the process more transparent in terms of what is available on the market.

In sum, the upcoming rules aim to align repair-cost calculations with immediate market realities. For drivers, insurers, and repair shops, this means a shift toward more accurate price signals for spare parts and a clearer picture of delivery times, all within the framework of OSAGO and compulsory motor insurance administration.
