Residents living in apartment buildings near busy roads, especially during the summer, endure a harsh roar from loud, modified cars and motorcycles. This sentiment was voiced by a deputy of the State Duma, Sultan Khamzaev, in an interview with RIA Novosti. He highlighted how the amplified exhaust systems and the urge to rev the engine create persistent social discomfort not only for people in the city center but also for those in quiet, sleeping districts.
“Modified exhaust pipes and the restless urge to press the accelerator translate into real strain for everyday life—urban neighborhoods and tranquil avenues alike suffer from the din”, the deputy emphasized in his remarks.
As a preventive measure, he proposes granting traffic police the authority to temporarily impound a vehicle after another noisy offense and send it to the nearest secured parking facility, followed by a full review of compliance with established standards. The goal is to deter repeat offenses and restore peace for residents who deserve a calm environment for daily routines and nighttime rest.
Another option under consideration is a substantial financial penalty, up to one million rubles, paired with the temporary seizure of the vehicle until the case reaches court and conversations with the owner can occur. This approach aims to create a strong incentive for vehicle owners to heed noise limits and to maintain vehicles within acceptable acoustic thresholds.
Looking ahead, the deputy plans to submit the proposal to the Ministry of Internal Affairs and to government authorities so that this initiative gains support and contributes to reducing loud, disruptive driving on the roads. The broader intention is to curb rough driving behavior and to foster safer, more considerate road use for all citizens.
