Officials note that the steps involved in exchanging driver licenses and registering vehicles include a few distinctive rules. There is no obligation to pay state taxes as part of these procedures. When handling registration actions, applicants are not required to present a policy of compulsory third-party liability insurance for motor vehicles (OSAGO) to the inspectors, and exchanging licenses does not require a medical health report. These points help simplify the administrative workflow for residents navigating the transition.
Yet, obtaining licenses and license plates in the Russian style remains optional. The option to pursue these documents is available only for individuals who choose to receive documents aligned with that format.
According to the traffic police, residents in the liberated parts of the Kherson and Zaporozhye regions who do not hold Russian citizenship may apply for a temporary driver’s license and temporary vehicle registration plates as part of a provisional arrangement.
Residents in these regions can visit the open departments of the traffic police to seek clarifications and receive guidance. Officials emphasize that each application will be reviewed on its individual merits, with attention to the specific circumstances of the applicant.
