Recent amendments to the Code of Administrative Offenses take effect today. They enable automatic fines for car owners who dispose of waste from their vehicles, as detected by photo and video recording cameras. This change comes from the Russian Environmental Operator’s press service, which outlines the updated enforcement approach.
According to Denis Butsaev, head of the Russian Environmental Operator, if a dumping incident is captured on camera, the provision that allowed the offender to be presumed innocent without proof will no longer apply. This strengthens accountability by relying on visual evidence gathered through recording devices.
The penalties for such offenses include a monetary fine and the possibility of an administrative suspension of activities for up to 90 days for individual entrepreneurs and legal entities. The new framework aims to deter improper disposal practices and promote compliance with waste management rules.
The tightening of responsibility for unauthorized dumping of waste was announced following observations of vehicle waste being unloaded outside designated sites. The policy update reflects ongoing efforts to improve waste handling and curb environmental contamination in public spaces.
In cases where a person repeatedly faces administrative charges for discharging or dumping waste outside approved locations using a vehicle, additional measures may be applied, including vehicle impoundment alongside the fine. This underscores the seriousness with which repeated violations are treated.
