Current penalties for driving by an unlicensed operator include a fine in the range of 5,000 to 15,000 rubles. Transferring control of a vehicle to someone without the proper credentials carries a higher fine, up to 30,000 rubles.

Earlier incidents in Voronezh Region involved a collision where a Zhiguli reportedly went off a bridge after a 19-year-old driver and two female passengers were aboard. Authorities cited this as a cautionary example of the risks associated with impaired driving and inexperience behind the wheel.
