Lawmakers Consider Tax Relief for Inherited Cars in the First Year
A State Duma deputy, Yevgeny Fedorov, addressed Anton Kotyakov, the head of the Ministry of Labor, with a proposal that would exempt citizens who inherit a car from transport tax for the first year of ownership. The measure, outlined in a letter that RT has reported, centers on cases where new owners do not possess a driver’s license and therefore have no immediate plans to use the vehicle.
The deputy notes a common pattern: when a car is inherited, many new owners do not end up using the vehicle right away, and a portion of them may not even have a license yet. In the first year after inheritance, even with the vehicle legally in their possession, some individuals find themselves unable to drive. This situation often leads to idle ownership, storage costs, and administrative hurdles, rather than practical use of the asset.
Fedorov argues that this period presents a reasonable justification for tax relief. He asserts that waiving transport tax for one year would relieve new owners who have inherited a car but do not hold a driver’s license at the time of transfer, easing the financial burden during a transition period. The appeal emphasizes that the maintenance and regulatory obligations associated with ownership may create unnecessary strain, especially when the car may not be driven for an extended span.
In his appeal, the deputy asks lawmakers and the Ministry to evaluate the appropriateness of exempting such individuals from transport tax during the first year of ownership following inheritance. The proposal is presented as a practical measure aimed at aligning tax policy with real-life circumstances faced by inheritors who are not immediate drivers.
