Prosecutor of the Krasnodar Territory, Sergei Tabelsky, spoke at a press conference after presenting annual results, emphasizing that residents had been repeatedly advised to relocate vehicles in anticipation of possible flooding.

He added that the emergency services carried out their duties, but many people chose not to heed the warnings. “Public complacency contributed to the tragedy,” he said.

The incident involved two cars swept away by a water flow into the Black Sea near the village of Zubova Shchel on the night of June 24. Seven people were in the vehicles, including three children. Divers were involved in the search, and later the bodies of two women were recovered, while one man was rescued.

Earlier reports mentioned a licensed taxi driver from Omsk, known by the nickname Mimino, who had previously served a nine-year term for killing his wife’s lover.
