The Investigative Committee for the Moscow Region has initiated a criminal case against a teenager who reportedly subjected a mother and her child to harm in Balashikha, according to a report published on the ministry’s Telegram channel.
The statement notes that investigators determined the young man purchased a VAZ-2109 vehicle from an online listing and then traveled to a nearby shopping mall to practice his driving skills in a controlled environment, a move that raised concerns about road safety and youth driving exposure.
During these practice sessions, the 16-year-old allegedly lost control of the car, struck a mother and her 5-year-old child, and collided with the storefront wall of a supermarket. At present, the injured child is hospitalized, and doctors are assessing the full extent of the injuries. The mother’s condition is stated as not being in danger.
Earlier in the evening of April 30, an incident occurred on Entuziastov Highway in Balashikha where eyewitnesses reported that a child was run over by a vehicle as the family crossed the road. Bystanders restrained the driver and were later separated by passersby, while the young man admitted he did not possess a valid driver’s license at the time.
According to available information, the teenager previously resided in Yekaterinburg and was involved in a separate serious accident after reportedly driving over a speed bump in the city, an episode that has been noted in preliminary reports.
