In 2022, the share of applications stating that foreign nationals were not permitted to stay in the Russian Federation due to violations of traffic rules and road safety laws rose by 108.7% compared with 2021, according to a review of road safety implementation produced by the Road Safety Scientific Center of the Ministry of Internal Affairs of the Russian Federation. The report highlights that this jump marks a significant shift in enforcement activity and data gathering, reflecting newer information systems and procedures that track administrative offenses tied to traffic safety.
From the violations identified in 2022, 3229 applications were filed against foreign citizens being asked to remain in the Russian Federation, an increase of 108.7% from the previous year, with roughly 42.6% of these cases (1376) ultimately approved for stay. The document notes that this level represents the highest value seen in the past six years. At the same time, the total number of traffic violations attributed to foreigners rose by 118.7%, reaching about 2.2 million incidents. The surge is attributed in part to the expanding capabilities of the information-technical base that records administrative offenses detected through photographic and video evidence, as described in the NT review of the data collection system.
Additionally, the report references a case involving a resident of the Chita district who engaged in tampering with a traffic camera by painting its lens, an action that led to several fines and heightened scrutiny of enforcement technologies.
