Expanded guide to Russia’s preferential car loan program and annual voting initiative

The government has earmarked 5.1 billion rubles to support the state program offering preferential car loans. The aim is to help more buyers access affordable vehicles, with the understanding that the benefit is applied as a deposit increase rather than a separate grant. In practice, this means applicants should expect a larger upfront contribution rather than a lump sum subsidy at purchase.

In 2023, regional discounts on new cars varied by location. The Far East received a steadfast 25% reduction, while other regions saw the discount rise from 10% to 20%. This structure helped balance regional demand and support for buyers outside the Far East, making the program more accessible across the country.

The program covers cars valued up to 2 million rubles under the preferential loan scheme, a higher cap than the 1.5 million ruble limit used in previous years. This increase broadens eligibility and allows more families to consider new or upgraded vehicles through the state-supported financing.

There is also a separate subsidy pathway for electric vehicles intended for domestic use. The electric car subsidy is fixed at 25% of the car’s price but is capped at 625 thousand rubles. This limit differs from the prior year, when the subsidy was 35% and capped at 925 thousand rubles. The changes reflect ongoing adjustments to balance fiscal support with the growing interest in electric mobility.

New participants joining the program this year include military personnel, their families, and retired service members who have completed military service. This expansion broadens the safety net for households with veterans and those connected to armed forces, aligning incentives with broader social objectives.

The program specifically targets Russian-made passenger cars and light commercial vehicles. Eligible models include Lada, UAZ, and GAZ vehicles, along with Haval brand cars assembled in Tula. Also included are Moskvich 3 models equipped with MCP and the electric Moskvich version, and Evolute electric cars manufactured in Lipetsk. This lineup underscores a strategic emphasis on domestically produced or domestically assembled vehicles to strengthen local industry and supply chains.
