Enhanced ECES for Online Car Transactions on State Services

The introduction of an online platform for buying and selling cars through the Rijksdienst is approaching. The first non-state service to appear on the portal will enable electronic transactions for vehicle purchase and sale, a development announced in April. This information has now been confirmed by the head of the Ministry of Digital Development, Maksut Shadayev.

The Ministry of Digital Development has begun testing a service for the electronic purchase and sale of cars using the electronic signature of the State Services system. Officials indicated that the service could be commercialized during the summer, as reported by RIA quoting Maksut Shadayev.

What is being discussed is the enhanced qualified electronic signature (ECES). A document signed with the ECES is legally equivalent to a handwritten agreement. When the new service goes live within State Services, it will be possible to sign a car purchase and sale contract using ECES. While existing State Services provide a step by step guide for handling automotive matters, the current service range has so far focused mainly on removing a vehicle from state registration records.

  • Alongside launching this auto trading service, there are plans to introduce QR codes for OSAGO rights into the State Services Auto application.
