A new level of enforcement is increasingly effective against persistent offenders who fail to settle fines. Bailiffs are taking decisive steps, including confiscating vehicles from those who ignore penalties, and placing such cars up for sale to recover funds.

One notable case involved a Ford Focus owner known for repeatedly parking on the lawns and neglecting fines totaling over 380,000 rubles across 114 violations. The vehicle was located, seized, and prepared for sale as part of the enforcement process.

“After the enforcement procedure began, the debtor attempted to hide the car to avoid payment. Enforcement officers added the vehicle to a wanted list,” reports a representative of the Federal Bailiffs Service in Moscow. A coordinated raid by bailiffs and inspectors led to the discovery of the foreign car near the debtor’s relatives. With witnesses present, the bailiff arrested the vehicle and proceeded with the sale.

From the sale proceeds, fines were deducted first, and a performance fee was withheld before the remaining funds were transferred to the former owner. The level of the performance fee can be substantial. For instance, a car owner who accumulated 116 fines amounting to more than 140,000 rubles faced a performance fee of around 81,000 rubles.
