From January 1, 2023, new prices take effect and remain in place throughout the year. These adjustments reflect updated tariff levels and inflation-aligned calculations that affect a range of vehicle and regulatory costs.

For 2023-2024, the cost of a technical inspection is determined by increasing the previously applicable rates by the amount of accumulated inflation. At the same time, the minimum tariff values are set at 913 rubles for passenger cars, 1563 rubles for buses, and 999 rubles for trucks, ensuring a baseline standard across vehicle categories.

Starting January 1, 2023, individuals with disabilities who own vehicles meeting medical indications, or their legal representatives, can submit remote requests to reimburse 50% of the OSAGO cost through the public services portal. This streamlined process aims to improve accessibility and simplify financial relief for eligible drivers.

The cost of issuing a certificate of conformity with the Customs Union—when changes are made to the design for safety requirements or when replacing a lost or worn copy—rises from 800 to 1500 rubles, reflecting the effort required to maintain up-to-date safety documentation and compliance records.

Legally approving tuning work, installation of HBO (gas equipment), tow bars, or other design alterations will be more expensive from January 1, with the fee increasing to 2500 rubles from the previous 800 rubles, aligning with expanded regulatory oversight and safety standards.

New state fees for drivers

Excise duties on fuel and motor vehicles rise from the start of the year. For instance, a car with an engine capacity exceeding 90 horsepower sees an increase of 55 rubles, while vehicles with larger fuel draws over 150 liters experience an increase of 531 rubles, reflecting shifting energy costs and environmental considerations.

From January 1, 2023, the transition to a registry-based enforcement model is planned to go into effect. Debts related to traffic police fines and other liabilities will be settled via bank cards and citizens’ accounts without issuing paper documents, accelerating processes and reducing administrative steps.
