Article 25 of the Federal Law On Road Safety states that driving-related activities may be performed on the territory of the Russian Federation if they are based on national licenses issued by states whose laws use Russian as an official language. This framework means that certain licenses issued in other jurisdictions can be recognized for work that involves operating motor vehicles within Russia, provided the licensing conditions align with Russian requirements.
Consequently, in the case of the Donetsk People’s Republic, the driving license is recognized in the Russian Federation without restrictions, subject to the applicable legal provisions and verification by the relevant authorities. This recognition process is rooted in the need to ensure that drivers meet the safety and competency standards expected on Russian roads.
The matter was clarified to the territorial divisions of the Ministry of Internal Affairs of Russia to prevent ambiguity and to streamline enforcement and licensing procedures for drivers who carry DPR licenses.
