AVTOVAZ Moves to Shield the Domestic Market with Higher Scrap Collection
AVTOVAZ emphasizes protecting the home market from foreign car imports by proposing a larger scrap program. According to Maxim Sokolov, the head of AVTOVAZ, boosting scrap collection would create a stronger import barrier and support local manufacturers.
He notes that the current scrapping fee sits at 170 thousand rubles. In the past, when the fee represented a higher portion of a car’s price, it could deter buyers by as much as 10 to 15 percent in some models. Today, that impact is much smaller, under 10 percent. The call to raise the volume of vehicle waste diversion is framed as a pragmatic step to ensure the domestic market receives meaningful protection.
At present, the scrapping or usage fee applies to all companies operating within Russia. The base rate for a passenger car stands at 20 thousand rubles, with a multiplier based on engine size. The state also reimburses portions of this payment depending on how much production is localized. The last adjustment to the energy surcharge occurred in 2020, marking a pause in adjustments since that time.
