According to the author of the bill, Evgeniy Moskvichev, chairman of the State Duma Committee on the Development of Transport and Transport Infrastructure, the implementation of the initiative will save previous vehicle owners from having to appeal such fines. The bill also proposes removing the requirement to provide an MTPL policy when registering a car.
