The National Automobile Association (NAU) submitted a proposal requiring auto dealers to report a completed transaction to the State Traffic Inspectorate. In this respect report “Izvestia” refers to a letter sent to Vladimir Kolokoltsev, head of the Ministry of Internal Affairs.
“The National Automobile Union (NAU) requests the Ministry of Internal Affairs of the Russian Federation to change the rules on registration of vehicles and require car dealers to inform the traffic police about the agreement. The appeal says there are loopholes in existing regulations that unscrupulous drivers use to avoid paying shipping taxes, avoiding penalties from cameras, and not buying OSAGO policies.
It was reminded that under current rules, a new buyer has 10 days to register a car. Unscrupulous participants in the transaction take advantage of this, conclude several contracts on different dates, and then resell the car without registration and paying taxes. As a result, traffic police fines and taxes come to the previous owner, and if a crime is committed on the vehicle, it is impossible to find the culprit.
