According to the publication, starting from February 2023, it has become possible to connect to Starlink from anywhere in the world, including countries where the company is not represented. The use of Starlink and another OneWeb competitor in Russia is punishable by fines after the corresponding amendments to the Code of Administrative Offenses are introduced in the spring of 2022.
Since 2019, foreign satellite operators in Russia have an obligation to pass traffic through a Russian ground station. Also, for Elon Musk’s official work in Russia, Starlink requires permission from the State Radio Frequency Commission and interaction with government agencies.
