Yesterday, the UK updated its sanctions list against Russian companies and citizens. Chip manufacturers and developers were subject to the new restrictions: MCST JSC, Baikal Electronics, Crocus Nanoelectronics, Integral SPB JSC. These companies make Baikal processors.

The bottom line is that Baikals are based on the ARM architecture, which is made by the British, and the production is carried out by TSMC, UMS and Global Foundries.
Note that Baikal Electronics holds licenses for all chips up to Baikal S. However, new processors (Baikal M2, Baikal L, Baikal S2) only have design licenses. Without a production license, factories will not produce them. However, previous production had already been halted due to sanctions, but this did not affect the architecture itself.
There are few alternatives: violating licenses or transferring developments to open processor architectures, such as RISC-V, MIPS, VLIW. However, this costs time and money.
