The Russian IT giant hopes OpenYard to enter the domestic equipment registry of the Ministry of Industry and Trade and participate in public procurement with them. Experts that Kommersant spoke to believe this is possible, as Yandex will produce motherboards and SKD servers. This level of equipment localization will likely be sufficient to comply with Ministry of Industry and Trade registration regulations.
