Why the 2023 Copa del Rey semi finals do not use away goals as a tiebreaker

The semi finals are two-legged. As with last season, away goals do not carry extra weight. The Royal Spanish Football Federation states in its regulations that if the aggregate score is level after 180 minutes, the tie goes to extra time and, if needed, to penalties, regardless of away goals.
