The Spanish Anti-Doping Agency (CELAD) did not report the positive doping samples taken from athletes to the World Anti-Doping Agency (WADA). This was reported by relevo.

It was reported that the Spanish organization tried various methods from 2017 to 2022 to avoid disciplinary investigation against Spanish athletes whose doping tests gave positive results. One of these methods was to send the documents regarding the filing of a lawsuit via mail instead of the internet. Athletes who could not receive notification on time later complained to the Sports Court and their cases were archived due to exceeding the notification period.

At the end of February 2022, the International Olympic Committee (IOC) appealed to international sports federations, recommending that Russian and Belarusian athletes not be allowed to participate in any competitions.

At the meeting of the IOC Executive Committee on March 28, 2023, it was proposed to allow the Russians to remain in neutral status if the athletes are not actively involved in supporting military operations.
