Before the 2021-2022 season started in Europe, UEFA decided that for the first time since 1965 there would be no double value for goals in the opposite field in the Champions League and Europa League qualifiers. Why there is no double value of away goals in the 2022-23 Europa League

On the recommendation of the UEFA Club Competitions Committee and the UEFA Women’s Football Committee, the UEFA Executive Committee today approved a proposal to remove the away goals rule from all club competitions in UEFA (men’s, women’s and youth) in the qualifying phase of the 2021 – 2022 matches.
The away goals rule was applied to determine the winner of a two-legged tie in cases where the two teams had scored the same number of goals in total in the two legs. In such cases, the team that scored the most goals away from home was deemed the winner of the tie and qualified for the next round of the competition. At the end of normal time in the second leg, if the two teams had scored the same number of home and away goals, extra time was played, followed by kicks from the penalty spot if no goal was scored.
With the decision to remove this rule, the qualifiers in which the two teams score the same number of goals in the two matches will not be determined by the number of goals scored away from home, but two 15-minute extra times will be played at the end of the second leg and in the event that the teams score the same number of goals or no goals during this extra time, the kicks from the penalty spot will determine which team qualifies for the next stage of the competition.
As away goals would no longer have additional weight in deciding a draw, they would also be removed from the criteria used to determine the standings when two or more teams are tied in the group stage, i.e. the criteria used are applied to the matches played by the teams in question. They would not be removed from the additional criteria applied to all group stage matches if the teams remained tied (highest number of away goals scored in all group stage matches), in order to maintain a maximum number of sports criteria.
Statistics from the mid-1970s to the present show a clear trend of a continuous narrowing of the gap between the number of home/away wins (from 61%/19% to 47%/30%) and the average number of goals scored per home game. /away game match scored (from 2.02/0.95 to 1.58/1.15) in men’s competitions, while since 2009/10 the average number of goals per game has remained very stable in the UEFA Women’s Champions League with an overall average of 1.92 for home teams and 1.6 for away teams.
It can be assumed that several factors influence this decrease in home advantage. Better field quality and standardized field dimensions, better stadium infrastructure, better safety conditions, more careful refereeing (and, more recently, the introduction of technological support such as GLT and VAR), wider and more sophisticated television coverage of matches, more comfortable travel conditions, a compressed schedule dictating team rotation and changes in league formats have all influenced the way football is played and have blurred the lines between home and away play.
