Voter council members, including eighty delegates from Alicante, contend that the General Internal Regulations for Local Positions must guide both public officials and anyone hired by municipal groups. The document requires councilors to operate at all times in alignment with the principles, values, political programs, Charter and internal regulations, codes of ethics and conduct, strategies and guidelines approved by the relevant bodies of the Vox party, and to preserve complete confidentiality. The text covers all information obtained from the group, the party, and the work performed.
Municipal groups are also expected to align their organizational, functional, and procedural structures with the rules outlined in the internal regulations. This includes all matters tied to internal governance such as budgeting, recruitment of consultants and auxiliary personnel, procurement of materials, and the use or relinquishment of resources provided by the Municipality. It also governs the disciplinary regime, the municipality’s political initiatives, the direction of votes where the group should intervene, the appointment of spokespersons and members of various commissions, and other tasks inside or outside the City Council.
Among the national leadership’s demands is a process whereby if the spokesperson of a municipal group stops serving as spokesperson, the competent national bodies will appoint a successor. The council members who comprise the group are evaluated for those best qualified to take on spokesperson duties.

Mandatory new regulations also curb municipal groups from acting autonomously in selecting municipal representatives. Appointments in municipal companies must follow a rigorous, merit-based procedure. By promoting professionalism and excellence in trusted roles, the document aims to ensure candidates can perform the required functions with confidence. It calls for periodic performance evaluations and outlines a mechanism to guarantee effectiveness and accountability in management. To fill these roles, councils must submit a list of technical requirements, three or more resumes of potential candidates, and a formal appointment proposal; once reviewed, the Deputy Secretary of National Organization and the Deputy Secretary of National Administration must approve the appointment. The leadership clarifies that any appointment not following this procedure will lack party approval, and the party may intervene to appoint or assign responsibilities as needed.
Yet councilors are not limited to seeking Madrid’s approval for appointments. They are also encouraged to pursue legal avenues when necessary. Elected party officials are not authorized to prepare writs or similar filings in their own name or on behalf of the party before any jurisdictional body, except in cases where private rights or personal interests justify action in the individual’s private sphere.
The document, which comprises thirty articles and four additional provisions, also addresses financial matters. It states that the municipal group may enter into cooperation agreements with the party to receive services in political and strategic consulting, formal and informal political communication, social media management, political and/or corporate training, personnel management, and human resources.
