preference zones
Consell is pushing to speed up renewable energy projects on North American soil and to align regional ambitions with national policies. In Valencia, energy policy has become one of the most debated topics in recent months, creating noticeable disagreement between PSPV-PSOE and its coalition partners, Compromís and Unides Podem. In response, the Valencian Government committed to clarity and progress. There are 64 project files currently awaiting an Environmental Impact Statement, with a deadline set for January 25 by the Ministry of Ecological Transition. Of these 64 files, 21 originate from Alicante, 34 from Valencia, and nine from Castellón. [citation]
The government also announced that a map designating potential zones for renewable plants will be ready in roughly six months. All ministries with a say in the plan will participate in shaping this map. The goal is to identify preferred sites for renewable power installations while granting prompt authorization and minimizing environmental disruption. The plan emphasizes protecting sensitive areas, including Natura 2000 sites, and tailoring decisions to regional realities. Landscape, environmental, industrial, and heritage considerations will guide the regional differentiation of areas by sector. [citation]
Botànic approaches positions on energy, but is stranded on tax relief for family business
Regarding the files, Puig noted that the Valencian Community currently manages a large pipeline of projects. There are 391 renewable project files in total, representing about 5,500 megawatts, of which 113 have been awarded and 45 already authorized. This leaves 278 files awaiting decisions by various ministries. Of the total, 64 projects are directly affected by the January 25 deadline, dating back to projects initiated before 2020. These 64 ongoing files include photovoltaic, solar, and wind installations. [citation]
turning point 2
Sixty-four projects linked to the Milestone 2 phase, initiated in 2020, were mainly filed with the Generalitat. They total 2,342.60 megawatts of power. The Regional Public Administration has assured developers that all relevant departments will resolve the matters in the coming weeks and before the end of the year. Milestone 2 covers the Environmental Impact Statement stage for these projects. Initially, 91 files were listed for Milestone 2; they are added to the queue as applications arrive in 2020. Of these, 22 have been resolved and five are under review. At present, 64 projects remain to be adjudicated. [citation]
The head of Consell acknowledged that the complexity of some files demands careful handling and conceded that meeting the set targets will not be easy. He highlighted the coalition’s commitment and mutual interests in accelerating renewable energy deployment as a key driver. [citation]
Questions arose about whether the roadmap includes municipal buildings, as some localities resist projects nearby. The president stated that promoting renewable energy is a responsibility of the Generalitat. [citation]
A measure following European guidelines
Consell’s momentum mirrors European Union priorities and the Valencian Climate Change Law. President Ximo Puig indicated that the European Parliament would approve measures this week to reach 45% renewable energy in Europe by 2030. In the Valencian Community, once potential host areas for facilities have been mapped, the precise locations of photovoltaic, wind, or biomass plants can be determined immediately. [citation]
Puig expressed confidence that renewable energy deployment could position the Valencian Community as an energy exporter by 2030. He acknowledged differing views among Botànic members but said they are working toward a common objective that supports ongoing renewable energy growth, while recognizing the need to reduce pollution and advance climate action.
