Valencian Government Advances Plan to Ban Prostitution in Public Spaces

The Valencian Government aims to present its plan to the Corts after the summer, seeking to reform the entertainment law to prohibit and sanction prostitution in public spaces, following a position voiced by the Minister of Justice this Wednesday after the Consell Jurídic Consultiu approved the initiative. The minister is Gabriela Bravo.

The legislative proposal is currently in the argument phase, similar to those advanced by the Ministry for Equality and Inclusive Policy. The Consell expects to forward it to the regional Parliament for debate and processing once the summer recess ends, Bravo stated.

Bravo spoke during the Generalitat Police Day ceremony held at San Miguel de los Reyes, an event led by President Ximo Puig.

The minister noted that more than 400 municipalities within the Community have already decided to discuss a regulation that bans prostitution within their borders and imposes penalties on those who operate in this space, as demonstrated by Valencian efforts led by the Alba administration.

Bravo described the approval of a bill by the Congress plenary that criminalizes pimping and punishes those who engage in prostitution as a crucial milestone, achieved with votes from the PSOE and the PP, according to his remarks.

The minister added that women are victims rather than the problem and that the issue should not be treated as a public order matter. He called for a model of municipal regulation that addresses all communities and emphasizes support over punishment, referencing measures in Alicante City Council led by the PP.

In Bravo’s view, punitive tactics alone will not resolve the situation. He argued that these women require real pathways to build meaningful lives, which calls for a comprehensive law that extends beyond changes to the Penal Code and includes the abolition of prostitution. He warned that without a cross-cutting approach to economic and social support for women, serious problems will persist.
