Industrialization and Digital Transformation in Valencia
The Generalitat will transfer the requirement for the second tranche of European Next Generation EU funds to the Ministry of Economic Affairs and Digital Transformation. The aim is to consolidate resources dedicated to implementing comprehensive recovery plans for the Valencian Community, including areas hit by this summer’s forest fires such as Vall d’Ebo, and to advance mobility through electric vehicle initiatives.
Juan Ángel Poyatos, the managing director of the Coordination of Government Action, explained that the central Government is expected to respond to the Valencian Community and to consider its sectoral priorities and strategic projects. The second tranche of European funds will be managed through 2026 by the Generalitat.
Among other measures, funds from these sources will support the development of action plans for bushfire-affected zones and fund mobility-related projects in the Valencian industry that fall outside the scope of initial calls for electric vehicle initiatives.

Poyatos emphasized that this second phase mobilizes substantial resources that must be deployed to help with the transformation process. The goal is to strengthen industry, protect natural environments, and improve urban systems.
Official documents will be sent to the Spanish Government in the coming weeks to outline all needs and strategic projects. The Generalitat has also designed digital projects in collaboration with other autonomous communities to enhance cybersecurity, promote artificial intelligence, and advance health technology.
These joint projects with other communities will be presented to the Spanish Government in September to continue deepening the digitization of both the region’s industry and the Generalitat itself.
Letter from Nadia Calviño
Nadia Calviño, the First Vice President and Minister of Economic Affairs and Digital Transformation, sent a letter to the Generalitat President and regional officials at the end of July. The letter invites their involvement in preparing the annex to the Recovery Plan that the Government will submit in the second half of the year.
The annex aims to strengthen the Recovery Plan’s impact through 2023 by including reforms and investments financed by the Next Generation EU loans, the allocation of transfers to Spain, and revisions related to REPowerEU announced on June 30. Following European Commission guidelines, the annex will ensure continuity in reform and investment aligned with the plan’s strategic objectives, including the autonomy strategy, ecological transition, digital transformation, social and regional cohesion, and gender equality.
