The Balance of Leadership During Spain’s EU Council Presidency

The council is now chaired by Carles Arques Aliaga, who leads a diverse team of seventeen women and men united by a clear mission to advance European collaboration from the Valencian Community. In his address, the new president acknowledged the groundwork laid by the previous leadership, noting that the efforts of Luis Almarcha and the former team provided a solid foundation for further building the European federalism project in Valencia. He also reflected on the ongoing lessons from the COVID-19 era, recognizing that vaccine initiatives within the European Union have yielded positive effects in health governance and economic resilience, particularly through the Recovery Plan labeled New Generation EU. Looking ahead, the president outlined a series of strategic priorities for the coming months. These include boosting citizen participation in European Union institutions and in elections for the European Parliament to be held in Spain on June 9. There is also a focus on commemorating Europe Day on May 9 and organizing inclusive activities that invite broader public involvement in European discourse. These efforts aim to strengthen the sense of belonging to a unified European space and to translate institutional progress into tangible benefits for communities here in Valencia and beyond. The declaration seeks to establish reference points across the social, economic, and political fabric of the Valencian Community with the aim of fostering a Europe that is united, supportive, and prosperous in the face of present and future challenges. The document envisions a coordinated approach among civil society groups, local authorities, and civic organizations to reinforce European solidarity and shared prosperity. Source: UEF-CV.
