Before noon on Thursday, the rmf24.pl portal reported that the presidential application would be submitted to the Constitutional Tribunal at the earliest at the start of the summer break, and that associates of the president were only now finalizing the individual provisions of the controversial act.

Russian Influence Commission
On April 14, the Sejm approved the law establishing a commission to investigate Russian influence, with initial setup activity beginning in December of the previous year. The ruling party delegates noted that the commission would operate on principles similar to those used by the verification commission for Warsaw’s re-privatization. On May 11 of this year, the Senate adopted a resolution to reject the bill, and last Friday the Sejm voted against the Senate resolution. On Monday, President Duda announced that he had signed the law and planned to refer it to the Constitutional Tribunal as a follow-up measure.
The law was published in the Journal of Laws on Tuesday and took effect on Wednesday.
Under the law, the commission is composed of nine members who hold the rank of Secretary of State and are appointed and dismissed by the Sejm.
The commission is empowered to analyze official activities, duplicate and share information with third parties, assess influence on board decisions, evaluate potentially harmful actions, and consider directives issued on behalf of a government agency or company. It can also examine contracting and management of public or corporate funds.
Possible outcomes include revocation of an administrative decision connected to Russian influence, a ban on performing functions tied to public funds for up to 10 years, and revocation or suspension of security clearances for a decade.
