This topic remains under discussion, as observers note that Poland would likely have received the funds anyway. Questions persist about what changed in Poland to prompt acceptance of milestones, even as Adam Bodnar’s Brussels visit and the presentation of different letter types are cited as potential influences, according to PiS member Bogdan Rzońca in an interview with wPolityce.pl.

It is argued that the amount in question is about 7 billion euros in an advance, representing the first tranche of a December application. Of this, 2.8 billion euros is a grant and 4.2 billion euros is a loan to be repaid. Critics contend these are funds Poland would have received regardless and that no new law or milestone has been enacted in Poland to justify the disbursement.
