The Valencian Government has assembled a dedicated working group under the Ministry of Innovation, Universities, Science and Digital Society, led by Minister Josefina Bueno, to chart a clear path for turning the Valencian Community into a leading Artificial Intelligence hub. The plan centers on three strategic pillars: cultivating a vibrant talent ecosystem in Valencia, strengthening collaboration between the productive sector and research institutions, and advancing practical AI applications across public and private ecosystems. The ministry announced this effort this Sunday, noting the plan will scale from Alicante, a strong candidate for decentralized government activities, with the Digital Zone technology center as a cornerstone asset.
These three pillars are designed to serve all citizens and reflect how the Valencian Government has steered policy since 2015. The goal is to reorient the generative model by weaving Artificial Intelligence into every facet of society, thereby enhancing living standards, stimulating regional economic growth, andcreating jobs in emerging sectors. The Generalitat Valenciana remains committed to placing AI at the service of the whole Valencian community, addressing changes in legal, social, and ethical spheres that AI will drive.
The first pillar highlights the region’s capacity to attract and safeguard talent across all knowledge domains, especially in fields related to disruptive technologies. Universities in the community—UPV, UA, and their science and innovation units—along with the Aging Center (ICAR) and the UA Science Park, are pivotal. The Ellis Node, supported by Nuria Oliver, leads efforts toward technological advancement, complemented by the Consell’s Graduate School and a network of AI research centers under ValgrAI. The GenT program has already attracted and retained more than a thousand prestigious international researchers, underscoring the region’s appeal to global experts.
Collectively, these initiatives have built a trained, capable workforce ready for the new professions demanded by modern economies. The second pillar centers on capitalizing the region’s resources to act as an innovation hub. The Agència Valenciana de la Innovació plays the role of a catalyst, connecting representatives across the Valencian innovation ecosystem to translate existing knowledge into new enabling technologies for local businesses. The Valencian community also benefits from a broad alliance led by Inndromeda, a collaboration among competence centers and industry players that provides a private network to support infrastructure projects and pilot spaces where disruptive technologies, including AI, can be demonstrated and tested before market release.
From the Alicante Digital District, a major technology cluster with numerous companies and thousands of workers, the initiative aims to attract digital talent to the region and spur the development of projects that drive the new digital economy forward. The third pillar emphasizes public administration with AI at the core. The Generalitat Valenciana is committed to launching public services that improve citizens’ lives through AI, driving more efficient and sustainable management across health, transport, urban systems, education, energy, and environmental stewardship. The ministry notes that AI-enabled administration enhances service quality, streamlines processes, improves fraud control, optimizes resource use, and supports intelligent governance. A dedicated AI unit supports these efforts to ensure responsible, effective public service delivery. This alignment reinforces the broader objective of using AI to modernize governance and public administration while safeguarding ethical and social considerations.
In parallel, the ministry highlights how AI adoption within public services can transform operations, enabling faster, more transparent decisions and better outcomes for residents. The approach includes practical pilots, policy-aware deployment, and ongoing evaluation to measure impact on efficiency and quality. The overarching vision is a coordinated, inclusive national AI strategy that strengthens the Valencian Community’s capacity to innovate, attract top talent, and deliver tangible benefits to everyday life.
