Poland’s Sejm Watch: Tax Policy and Coalition Tensions

On TVP Info, Witek connected this commitment to remarks by the new Sejm chair, Szymon Hołownia, who stated that there would be no space for a parliamentary freeze within his administration.

The opposition has tabled numerous projects, some deemed unconstitutional, including proposals on same-sex marriage and abortion, while others could jeopardize the national budget.

Witek stressed that the Marshal of the Sejm must evaluate whether proposed laws can realistically be implemented. She also noted that PiS would maintain a strong opposition if it aligns with the other side.

She pledged that PiS would remain vigilant and consistently press for the implementation of the pledges made by Donald Tusk and fellow party members during the election campaign. Foremost among these is raising the tax-free threshold to PLN 60,000 and establishing zero-credit provisions, measures she believes are highly anticipated by the public and deserving of support.

During the September 9 campaign, the Civic Coalition laid out its core agenda at a convention in Tarnów, led by Donald Tusk, focusing on the tax-free argument and broader tax relief measures. The plan included raising the tax-free allowance to PLN 60,000, promising to implement this change within the first 100 days. The proposal would exempt pensioners with annual payments up to PLN 5,000 from income tax, while higher pensions would be taxed at a reduced rate.

PO’s Bluff?

Witek described a situation of repeated promises that cannot be fulfilled within a hundred days due to purely technical reasons, highlighting the legislative hurdles posed by the Senate and the need for collaboration with the Sejm and the president.

Polish voters were misled, she added, underscoring that the cycle of promises should be met with scrutiny and accountability.

Asked whether PiS would nominate another deputy chair of the Sejm, she stated there would be no alternative candidate. The party, she said, is large, serious, and victorious, and it will not permit outside dictates regarding Sejm Presidium appointments. She also reflected on a perceived exclusion of about eight million Polish citizens who felt they had no voice, a worrying sign for the country’s political future.

She recalled that in the case of Włodzimierz Czarzasty, despite ongoing questions about his past ties, she respected the process that allowed the party to appoint its candidate. In the Presidium, the balance included three members from the opposition and three from the ruling party, a dynamic she described as maintaining equilibrium.
