Overview of Pay Debates in Poland’s Education Sector

All signs point to the Civic Coalition not delivering on its election pledges, this time about teachers’ pay. The deputy head of the ZNP does not hide her frustration. “What is this really? Will another promise go unfulfilled?” asked Przemysław Czarnek, a PiS MP and former Education Minister, in a pointed post on X.

During the campaign, KO promised to raise teachers’ salaries by 30 percent, but in concrete terms the pledge was to increase pay by up to 1,500 PLN gross. Yet early indications suggest the actual figures could be lower. Urszula Woźniak, the deputy chief of the Polish Teachers’ Union, voiced strong disapproval in an interview with Gazeta Wyborcza.

I am not merely disappointed, I am furious

– asserted the deputy head of the ZNP.

According to the teaching compensation scheme, KO pledged “not less than 1.5 thousand PLN.” The phrase PLN gross applies to the average salary and includes all allowances and severance pay.

ZNP calculations indicate that a novice teacher would receive about PLN 1,218 gross more, an appointed teacher about PLN 1,167, and a certified teacher around PLN 1,365.

There is not 1.5 thousand zloty. And second, these increases effectively flatten teacher salaries in real terms. An appointed teacher earns only about PLN 149 gross more than a beginner. A teacher with 14 years of experience and four qualifications may still surpass a new graduate after finishing training. Appointed teachers have not left any stone unturned in this reward plan. They are simply furious.

Czarnek, a former Education Minister, commented on the overall situation from his X platform activity.

And what does this amount to in practice? Is it real? Will another pledge go unfulfilled? This is stated despite the fact that more than half of the funds for these increases have already been prepared, with a record subsidy increase of more than PLN 12 billion. For example, the pay of the lowest-paid teachers has risen by about 100 percent since 2015. Yet the opposition coalition is accused of failing to add even ten percent correctly, according to the post.
