Mónica Oltra, the vice president of the Consell, addressed a contentious debate today, amid a political climate described by some as a political hunt. The individual claiming to have suffered victimization in connection with an indictment concerning alleged concealment of a minor’s sexual abuse under guardianship by her former husband is under investigation and also serves in the ministerial ranks. The Office of Equality and Inclusive Policies pledged to monitor financial flows, while Francisco Camps, a former head of the Consell and a prominent figure in Vox Valencia, was photographed with Cristina Seguí and Ribera Salud’s executive director Alberto de Rosa, a photo that has since become a focal point in discussions at the AVE station in Atocha, Madrid. The image was shown during a session, prompting several questions about the meeting.
Oltra’s remarks drew attention during a control session marked by sharp political contention, with PP, Cs and Vox pressing for political accountability and urging Oltra to resign. If not, they demanded that Consell’s president, Ximo Puig, review her powers.
During the exchange, Oltra questioned what a former Generalitat leader from a party implicated in corruption would have to do with the complainant associated with Ribera Salud and the Vox founder who has supported the case against Oltra and the alleged abuse victim from television programs and the Ateneo Mercantil. Oltra noted that the underlying issue is money, and she suggested that an aggressive pursuit of her is underway, American-style targeting that would disrupt health operations in the Botànic administration, including actions affecting Ribera Salud at Torrevieja Hospital, which allegedly resulted in revenue losses amounting to millions.
In this context, the director of Ribera Salud has a brother named Fernando de Rosa, who is a PP senator and President of the Provincial Court, and who has served as Minister of Justice during the Camps era as related to Ribera Salud’s operations. allegations surfaced that Ribera Salud offered employment to the abused individual at a hospital that was transitioning from private to public health management, and then Ateneo Mercantil faced protests that some characterized as coercive or sensationalized, affecting the victim involved in the case.
Oltra explained that Carmen de Rosa, sister to Alberto and Fernando de Rosa, was responsible for the Ateneo Mercantil de Valencia, and Camps had urged connections to be made between the individuals in the photographed image and the complainant. The phrase behind the discussion suggested that a broader pattern of scrutiny was taking place.

According to sources close to Oltra, the photograph was taken at the Atocha AVE station on September 22, 2021. Those sources attribute hostility from Camps toward Oltra to her support for anti-corruption efforts targeting the People’s Party governments while she was in opposition. They note that Camps later became Minister of Justice. Fernando de Rosa, who served as a PP senator and held positions within the Valencian judicial apparatus, has connections to the Ateneo Mercantil de Valencia.
De Rosa has been described as a former president of the Valencian Provincial Court and as a former chair of the General Council of the Judiciary, bodies involved in the ongoing proceedings against Oltra and against her former counsel. It is noted that Oltra’s husband faced trial, and sources indicate that De Rosa criticized the judicial process and showed support for Camps during Gürtel-era matters while serving in the CGPJ.
Seguí is identified as one of the complainants in the Oltra case, leading a civic association. Those around Oltra contend that Seguí pursued attempts to bring Oltra before the Valencian High Court of Justice, but the court denied the request. It is also mentioned that Seguí shared a lawyer with Francisco Camps, with connections among various media figures and social networks, including TeresaMinor, who condemned the abuse following a conviction handed down by the Valencia County Court. A public event at the Valencia Mercantile Athenaeum was reportedly chaired by figures including Javier Negre and others, with discussions about financial claims and professional opportunities for Teresa.
Seguí, aligned with Oltra’s circle, was said to advocate for Teresa’s employment at Ribera Salud in the Community of Madrid. In a social media exchange, Teresa questioned the assistance Seguí had received, and Seguí reportedly responded that she was seeking a position for Teresa at the designated hospital. In subsequent developments, Teresa continued to appear in digital media, questioning the durability of the support she had received and whether those who promised help remained committed.

Regarding the Ribera Salud group, it is noted that during the prior PP government it managed several hospitals within the Valencia region under the Alzira Model. This model involved paying a fixed annual rate per person with additional compensation for services provided to non-residents in the health district. Alzira Hospital became the first privatized hospital in Spain, and Ribera Salud oversaw Torrevieja Hospital as well during Camps’ administration. The PP’s exit in 2015 and subsequent administrative changes led to the winding down of private hospital operations in parts of the Valencian community, affecting Ribera Salud’s footprint and revenue. By 2019, the company faced significant declines in its earnings.
Nevertheless, Oltra emphasized during the session that the pursuit of financial trails is ongoing, describing it as a hunt with many obstacles along the path. She suggested that this focus was aimed at discrediting her, while the Botànic coalition argued that the Generalitat, led by a left-wing government, must take a proactive stance in delivering improved services.
During the control session, PP MP Elena Bastidas questioned whether there were indicators of serious crime related to the sexual abuse case involving a minor in the care of Oltra’s ex-husband and whether there were notable governance failures. Oltra and her allies maintained that the government should lead with transparency and accountability, prioritizing service improvements across departments.
