Health budget dominates Generalitat’s 2024 financial plan
Health remains the department set to receive the largest slice of the Generalitat’s 2024 budget, slated at 8.504 billion euros, up 2.9 percent from this year and the highest level on record. The plan, presented by the PP-Vox government, shows the health budget accounting for roughly a third of the non-fiscal budget, underscoring a continued emphasis on primary care and hospital services as central pillars of public health strategy.
Personnel costs are among the largest line items. The Ministry is authorized to spend 4.075 billion on staff, a 10.4 percent rise from the current year. Officials note that the Dénia and Manises reversals will add about 3,000 new jobs, reflecting a targeted expansion of the health sector. Mental health funding also increases by 21 million to reach 142.9 million, expanding nationwide capacity to respond to rising demand in the Valencian Community.
“We are first in mental disorders, but we are behind in resources,” a spokesperson asserted, highlighting the need for balanced investment across services.
Planned investments in healthcare infrastructure across the community total 445 million euros, with 1.2 billion earmarked for hospital care and 331.6 million for hospital reforms alongside 114 million dedicated to Primary Care.

The health budget is the largest share of the year, reflecting a 2.9 percent increase as part of a broader trend that began after the pandemic. In practical terms, nearly one in every three euros of public expenditure in the Valencian Community goes to health services.
The HE Botànic government notes growth across the region, reporting 413 million allocated to two main headings, with 165 million directed to the province of health initiatives. This amount marks a doubling of investment in hospital and health center work compared with prior years.
As of 2024, infrastructure investments show more activity in some areas than in others. State funding for completed projects totals 124 million, with 90 million directed to hospital or private care facilities and 34 million to health centers. Additional multi-year projects remain in planning or awaiting final economic definitions, which may lead to variances in actual disbursements. Minister Marciano Gómez is expected to outline specifics in the Cortes on the 7th.

Significant funds are dedicated to staff salaries, making personnel the fastest-growing segment at 10.4 percent. The expansion of health management in Dénia and Manises is expected to bring approximately 3,000 more employees into the system.
In Orihuela, the hospital program includes 26.4 million euros for expanding the Specialist Comprehensive Outpatient Unit, while 24.2 million are slated for revamping private care centers in the Marina Baixa region and 15 million for Elche’s health network, with further projects planned elsewhere in the area.
