The CHARLIE CRP level targets cyber-terrorist risks and represents the third of four levels outlined in the Anti-Terrorist Activities Act. It is activated when there is credible information about a planned cyberattack or when events suggest a likely target in cyberspace. The BRAVO level, second in the four-tier gradient, is invoked when there is a heightened and foreseeable risk of a terrorist incident, prompting heightened vigilance across public administration.
