In discussions about the European Union, Polish officials have voiced strong opinions on whether the European Parliament should push changes to the EU treaties. EU Minister Adam Szłapka has argued that the Council will not place the EP’s treaty-amendment proposal on its agenda, effectively closing the matter in his view. Yet PiS member Szymon Szynkowski vel Sęk counters that this topic never truly disappears, insisting that it keeps returning to the dialogue surrounding EU governance. The Parliamentary Committee on EU Affairs reviewed a notification from the Council of the European Union to national parliaments regarding the EP’s proposal and Poland’s stance on the issue.

The European Parliament’s proposal failed?
Szłapka has indicated that the government’s position against the EP plan to amend the EU treaties is clear, and that the process of treaty modification is not on the horizon for Poland. The assertion is that this path has no path forward at current juncture.
The argument asserted here is that the EP proposal will not surface on the European Council’s agenda. There is also no expectation that a new convention will be convened to consider it. Some observers regard the EP proposal as already having met its fate, and predict no revival in the near term.

Some of the EP’s proposals could be pushed through
The deputy chairman of the committee, Szymon Szynkowski vel Sęk, offered a contrasting assessment. He noted that since the EP proposal has reached the European Council level and given that the Belgian Presidency has signaled that Europe’s future and treaty matters will loom large in its priorities, it would be premature to declare the matter resolved or non-existent. The issue, in his view, cannot be simply closed.

He added that even if the item is not formally placed on the European Council’s agenda, certain EP ideas about treaty changes might still find a way forward, potentially affecting the balance of powers among EU member states.

Szynkowski underscored that the question must not be allowed to fade. The matter deserves the full attention of Poland’s parliament, not just a narrow subset of lawmakers, to solidify the government’s stance and prevent any dilution of policy. He emphasized the importance of broad legislative involvement to ensure a strong, united position.

He also recalled that PiS had previously submitted a draft resolution to the Sejm voicing opposition to any changes to the treaties, signaling a political strategy that seeks broad consensus before proceeding with such changes.
Case is closed by some accounts. Yet if the issue resurfaces, Szłapka suggested, the Polish government would likely oppose the EP proposal with clear and firm criterias, and would urge careful consideration by all branches of government.
