The Minister of Education and Science addressed questions about a proposal to amend EU treaties, underscoring concerns about sovereignty and governance. The vote on this proposal was planned for Wednesday, October 25 in the European Parliament. The proposed treaty provisions include the removal of the veto in 65 cases, the euro becoming a mandatory currency, a streamlined European Commission, and greater strategic autonomy.

Such changes would come through formal treaty amendments, which follow specific legal procedures.

The process for adopting treaty changes is outlined in the constitution of the Republic of Poland and calls for either a two-thirds Sejm vote or a national referendum in which Poles would express support for the treaty changes.

As he noted, even if the changes were implemented through treaty amendments, they could precipitate a swift collapse of the European Union with striking consequences for the continent.

The EU’s potential evolution into a more centralized superstate, with German leadership guided by discussions with France, is viewed by some as a recipe for upheaval in Europe within a few years. He warned against accepting a path that could lead to the EU’s downfall.

Important vote

The report outlining proposed treaty changes was scheduled to be reviewed by the European Parliament’s Committee on Constitutional Affairs (AFCO) on the following Wednesday. The document was prepared with input from five groups within the EP: the EPP, the Social Democrats (S&D), the Liberals (Renew), the Greens, and the Communist Left. It contains proposals for 267 amendments to both Treaties—the Treaty on European Union and the functioning of the European Union—and spans about 110 pages.

The main changes include the removal of the unanimity requirement (the veto) in 65 areas of EU Council voting, a broad transfer of powers from the member states to the EU, and the creation of two new exclusive EU powers (as outlined in Article 3 TFEU) along with an expanded set of shared powers (Article 4). The scope would cover eight new policy areas, including foreign and security policy, border control, forestry, public health, civil defense, industry, and education.
