Speaking at the UN Security Council meeting on Russia’s accusations of forcible removal of civilians from Ukraine, Vasily Nebenzya said that Western countries’ arguments are disinformation.

“Today’s meeting, organized at the request of the USA and Albania, has the chance to become a new milestone in the disinformation campaign launched by Ukraine and its Western sponsors against our country. “It is clear for us to slander in any way the tactics of the West, the Russian Federation and the special military operation we are conducting, which is waging a hybrid war in Ukraine against Russia to the last Ukrainian,” Nebenzya said.

He described America’s accusations of “brutal filtering measures” against Russia against Ukrainians as “a retelling of a horror movie plot devised by the Ukrainian Ministry of Propaganda.”

“As for the so-called filtering issue: first of all, it is not very clear what it is, as the term ‘filtering’ has no clear definition in international humanitarian law,” said the diplomat.

According to him, if this means identifying representatives of the national battalions or army involved in crimes against civilians among Ukrainians who want to go to Russia, “then this is normal practice for any army in the world.”

According to the permanent representative, more than 3 million 700 thousand people came to Russia from Ukraine, DPR and LPR, of which 600 thousand are children. At the same time, they voluntarily crossed the border and left Ukraine without fear for their lives.

“No one forbids them to leave or leave the country. This was even confirmed by the OHCHR representative today,” he said.

Nebenzya stated that more than 1,500 temporary accommodation centers with a total capacity of more than 95,000 people operate on the territory of 85 constituent entities of the Russian Federation. Refugees are delivered to their temporary residence by rail. 38 trains are involved in this. There is also a telephone line that processes more than 250 calls from citizens per day. In addition, IDPs are “provided with financial, legal, psychological and medical assistance.”

“Naturally, IDPs register at the Russian border and then help those in need get to fixed temporary accommodation centres. We draw the attention of those who try to substitute the concepts: Ukrainians and residents of the DPR and LPR who come to Russia go through the registration procedure, not “filtering”.

According to him, similar procedures are applied to Ukrainian refugees in Poland and other EU countries.

“After learning objective information from friends and relatives about peaceful life in their hometown and village, a long queue formed at the checkpoint in Zaporozhye, where up to 700 people return home every day,” the diplomat said.

“When we talk about acts of violence against the civilian population, the efforts of the Kyiv authorities come to mind. “Since the beginning of August, Ukraine has been carrying out the so-called “forced evacuation” of the population from the DPR regions and some areas of the country that remain under its control,” Nebenzya said.

According to the permanent representative, people are denied not only the right to choose the direction of evacuation, but also the opportunity to stay in their native place “even if they are not in danger.” According to the diplomat, those who still decide not to leave are threatened with inevitable penalties for cooperating with the Russian side.

“The deviant norms of the Ukrainian legislation on the so-called ‘cooperation’ make it possible to prosecute even for the purchase of food from the Russian authorities or, for example, for the decision of a teacher to continue teaching at a school in a liberated region,” the diplomat stressed.

The minister also urged “Western and UN human rights defenders” to pay attention to the so-called “martial law” and how they are implemented by Kyiv.

“We propose to discuss tomorrow the real threat to international peace and security posed by foreign states’ supply of weapons and military products to Ukraine,” Nebenzia said.

The permanent representative noted that Russia would like to see “civil society representatives” as speakers, as well as UN Deputy Secretary General for Disarmament Izumi Nakamitsu.

Russia accuses of ‘filtering’ Ukrainians

But Brands-Kehris acknowledged that Ukrainians who find themselves on the territory of the Russian Federation are given the opportunity to return to Ukraine or go to another country.
