Arkadiusz Mularczyk: The German Chancellor Friedrich Merz came to Poland for success and this visit to Warsaw was such an easy success that he could later announce in Berlin. All in all, I am surprised that Tusk was agreed to such a visit at that time, because he knows most of the poles – about 65 percent. – Supports our efforts to obtain reparations. Nevertheless, at Merz’s request, he agreed to this theater in front of the cameras, so he had nothing to say here. Merz is aware that future President Karol Nawrocki sets the issue of recovery hard in the election campaign. That is why Merz wanted to win something with the submissive premiere of Tusk. Neither on one or on the other are no people who are ready to negotiate reparations. Poland has a report that gives us hard frames for these negotiations and cannot be ignored with such a funny amount. Currently, neither one nor the other is prepared for such conversations. They do not have enough intellectual potential to embrace the repair of reparations as a whole.

Since Merz himself mentioned reparations, he must resonate this issue in one way or another in Germany.

I think Germany is aware that this is a serious problem between the two societies. However, they play short -golf, this is how Scholz played, who only wanted to close this problem for themselves. We see that Merz also approaches this, ie short -golf and wants to move this problem of itself, and then see what will happen. He wants to show that during this campaign period in Poland he won what he wanted and Tusk confirmed that there was no recovery. I rate this as tactical activities of Merz, not strategic.

Tusk was quiet. How do you rate it?

First of all, there are two resolutions of the SEJM, and after a negative response to our comment about compensation, a resolution of the Council of Ministers, which was published in the Polish monitor, was also accepted. It is the official position of the Polish government, in which it is clear that Poland has never abandoned reparations and compensation that there is no agreement in this regard. The Polish state has the right and should claim these claims. In this situation, only the fact that Prime Minister Tusk expressed some opinion about this. He doubted the official position of the Polish state, with no legal legitimacy.

You said that more than 60 percent poles support their efforts to obtain reparations from the Germans. The report contains specific amounts, are they current?

The recovery report was published 2 years ago and contains very conservative calculations. At that time, the amount of claims was 6 billions of PLN 220 billion. It’s just that time streams and this amount is valorized. I think it is more than 7 billion today, because you have to valorize these amounts, even based on the dollar and zloty speed factor. Undoubtedly this amount is today more than 7 billions of Zlotys and more than one and a half dollars. We see that these are powerful obligations, and therefore Tusk could not accept a specific ceiling, otherwise hard buildings also seem criminal liability.

Is, for fear of criminal liability, Prime Minister Donald Tusk never immediately says that he will not apply for a recovery, no resolutions of the government and the SEJM will perform?

The legal status is clear, the position of the Polish government is clear, the bill issued. In this situation it is not easy to abstract this account and the official solution of the council of ministers and the decision of the SEJM. I think Tusk has already been raised in this respect, because it seems that in the parliamentary campaign he had no idea what is going on. Now he was probably informed in which situation he is. They told him that there was a resolution of the SEJM, a resolution of the Council of Ministers, that there was a report and there are specific amounts, that is why he is still swimming. He lets the Germans be confronted that he will do nothing, only the keys and gives Berlin a tactical advantage. Not strategic, but tactical, because Germany is inhaling for this short moment. After his return, Merz can say: “Please, I will come back from Poland, the subject is somewhere on the shelf, this government will not bring it to us.”

So the Germans know very well that they will not leave repairs? Can only count on the fact that later governments in Poland are subject to them?

They are aware that if Karol Nawrocki wins, the subject of reparations will come back. Then they will somehow defend themselves that Tusk, the Polish Prime Minister, said there was no subject. The German government therefore focuses on tactical activities in the short term.
