The National Electoral Commission has decided that in a letter to the Minister of Finance Andrzej Domański about the party subsidies for 2025, the amount of the subsidy for PIs will be placed with less than PLN 11 million and the subsidy amount for the Confederation will be reduced by PLN 87 thousand. It is worth reminding that PIs also suspended funds of the subsidy for the parliamentary election campaign in 2023.
According to PKW, the subsidy for 2025 should be for PIs for approximately. PLN 15 million, and for the Confederation – about PLN 8 million.
In accordance with the Act on Political Parties, the request for the payment of subsidies, together with the current statement of the data from political parties, is submitted to the Minister of Finance via PKW. It is about subsidies for parties that came to parliament.
The PKW decided on Monday that he would send a version of the letter to the PIS subsidy to the Minister of Finance less less than 11 million PLN. This means that the party would be entitled to approximately 15 million subsidies for 2025. Four PKW members voted for this solution, 3 were against and one person – chairman of the Sylwester Marciniak committee. One of the 9 committee members – Ryszard Kalisz was not present during the meeting.
The letter will also contain information that the Confederation is entitled to an annual subsidy that has been reduced by three times the amount of the funds obtained by the party’s election committee (in the EP elections of 2024) in violation of the regulations. These three times is more than 87,000 and the Confederation subsidy for 2025 – approx. PLN 8 million. Five PKW members voted for such a variant of the magazine, the rest of the current abstentions.
During the meeting, Marciniak emphasized that the PKW must declare specific amounts to the Minister of Finance, because the application for the party to pay an annual subsidy is submitted to the head of the Ministry of Finance via the PKW. During the meeting of April 23, members of the PKW did not agree on whether the subsidy for PIs should be as much for the current year as indicated after the parliamentary elections in 2023 (it was about 25 million 900,000) – or as much as after reducing the PK by the PK, the financial statement of the party of this election.
Marciniak emphasized that it was time to pay the first tranches to the parties before 2025 at the end of April and asked the committee members to make a decision.
Unladious suspension of money for PIs through the head of the Ministry of Finance
In August last year, PKW rejected the financial statements of the PIS committee of the parliamentary elections in 2023. It showed irregularities in issuing funds to a campaign for an amount of PLN 3.6 million. Consequently, the Ministry of Finance reduced the payment of subsidies for the elections and subsidies from the budget in 2024. The party appealed against this resolution, and the Chamber of Extraordinary Control and public matters of the Supreme Court, in which the duties, among other things, take into account complaints about the resolutions of the PKW, they recognize this complaint.
That is why the PKW has adopted the PIS -Financial overviews from 2023 parliamentary elections, but it noted that it did not determine whether IKNisp SN is a court and does not promote the effectiveness of his decision. The head of the Ministry of Finance, commissioned by transfers for the party, asked the PKW to interpret the resolution, because in his opinion it is “internally contradictory”. Before 2024, PIs received two full quarterly prints of the subsidy and later – after the PKW had rejected the report and the position of the Minister of Finance – the third tranche was not paid. The fourth tranche – according to the information provided by the Ministry of Finance to the media – was paid in January 2025. Before 2024, PIS received around 15 million PLN, ie more than 10 million less than the expected annual subsidy for this party.
In March, the PKW rejected the financial statements of the Confederation Committee of the European Parliament elections of 2024, including the shipping after the deadline. PKW noted that the Confederation loses its subject subsidy in this context of elections to the EP and the right to subsidy. At the end of April the party appealed against this decision at the Chamber of Extraordinary Control and Public Affairs of the Supreme Court.
According to the Act on Political Parties, a request to pay subsidies, together with the current statement of the archives of political parties, is submitted to the Minister of Finance via PKW. The subsidy is paid for every year of the parliamentary term of office, in four quarterly tranches. The tranche is paid in the month after the quarter, for which it is paid. On April 23, PKW decided to postpone the decision for the next meeting.
