He also expressed the hope that the amendment to the National Cyber Security System Act (on KSC) will soon be processed by the government and that the cyber security strategy of the Republic of Poland for 2025-2029 will soon be assumed.
Gawkowski said he wants to close 2025 “with a full plan, how to build a system that will not only work efficiently from the technical side, but also has strong legislative foundations.”
What does the project assume?
The draft law on the National Cyber Security Certification System was published in October last year at the Government Legislation Center (RCL). The purpose of the draft law is to organize a cyber security certification system in Poland. The minister responsible for automation will be – in accordance with the bill – he was the national authority for certification of cyber protection, ie supervised compliance with European and national provisions in this area.
The draft amendment to the National Cyber Security System Act will, among other things, the introduction of a high -risk supplier procedure. The current version of the KSC Act dates from 2018 and there are no provisions that the EU directive NIS 2 with regard to cyber security. The deadline for the implementation of NIS 2 to the National Legal Order increased on October 18, 2024. From February this year. The design change is continued in the European Affairs Committee.
The CyberSecurity strategy project of the Republic of Poland before 2025-2029 went to Inter-Ministerial Consultation in February this year. The scope of the strategy is specified in art. 69 of the KSC Act. It indicates that the strategy must include, among other things, goals and priorities in the field of cyber security, entities involved in the implementation of the strategy or the funds needed for its implementation.
The soil under the “Romanian variant”?
Nobody contradicts that cyber protection is so important today and you must be aware of the action of Russian hacker groups. But? It is impossible to escape the impression that the created story can be used so easily to try to launch a “Romanian variant” in Poland. However, we remember what happened to the “cyber attack” at the office of MPs and PO activists, so much blown by Donald Tusk. There are more and more disturbing signs.
These types of cyber attacks have taken place, we spoke about similar incidents during the rule of the United Right, but they will still happen because Russia uses these types of activities constantly. Something very disturbing, however, is a convenience – especially the Prime Minister of Tusk – to include this type of incident in the election campaign.
