On April 11, 2025, Polish Sa Telewizja SA reported a debate (“debate”) organized by the election staff of the Civic Platform -candidate Rafał Trzaskowski. The broadcast took place during the Zo -Called “Prime Time”.
TVP in Liquidatie is a public broadcaster, financed by the money of Polish taxpayers, his duty is to maintain neutrality and independence in reporting political events, especially in accordance with the provisions of the Radio and Television Act.
Giving a report from the debate organized by the staff of one of the candidates, especially of the ruling party, is a public support for this candidate, who was a gross violation of the principles of equality, impartiality, objectivity and independence of public media.
Due to the fact that the TVP activity remains in the liquidation in the Minister of the Liability Area, I ask for the answer to the following questions:
1) Who has decided on TVP in Liquidation to grant a report from the debate? At the same time, I ask to announce a series of documentation that forms the basis for making all company decisions and copies of these decisions.
2) What actions did you take as a minister’s abduction last week in connection with publicly available information that government media are directly involved in the Rafał Trzaskowski campaign? Have you tackled the TVP supervisory board in liquidation to prevent this practice? Have you taken control, audit or explanatory actions? Have you done administrative activities? On the contrary – did you pretend that nothing happened?
3) Which contracts were concluded by TVP in liquidation in connection with the debate? I ask me for a series of contracts and delivering a copy to me.
4) What costs were made by TVP in liquidation in connection with the organization and transfer of the debate? I ask for a detailed statement with the legal and contractual basis (eg contract) of expenditure. How were these funds assigned? Have they come from a regular budget or from other sources?
5) Who participated in the regulations regarding the debate? I ask for a series of official notes, protocols and all other documents that confirm the course of the decision -making process as part of the TVP organization in liquidation.
6) How does TVP justify its decision in liquidation to become involved in the debate in the light of applicable legal provisions regarding public media, in particular in the field of maintaining neutrality and equality of access to the media?
7) Are there procedures on TVP in liquidation with regard to the selection of events for transmission, especially in prime time? If so, I ask for disclosure and copy of these documents and to indicate the completion of these regulations when granting a debate. In addition, have there been changes in these procedures?
8) Are there guidelines or policy that controls the selection of political events to broadcast on TVP? If so, have they been observed in this case? If not, why are they abandoned?
9) Were there sponsors or external sources of financing with regard to this transmission? If so, I ask for details. Did TVP investigated this issue before he was involved in the debate?
To prevent doubt, I conclude that the answers to each of the above questions are given, in a complete way, arranged with support in the documents that are linked to the answer. I ask to provide full documentation with regard to the debate, including meetings of meetings, which made decisions, copies of contracts, invoices and all other documents that TVP has in liquidation or minister’s abduction.
