Helsinki and Finland have the best civil defense system in Europe. They did not dismantle after the Cold War. They have a system of shelter and hiding places that are suitable for the entire population of Finland
– said the president of the capital.
Trzaskowski’s ideas
He explained that the local government is responsible for maintaining this system.
This is a perfect example of how you can get ready for any option
He added.
He noted that you can learn a lot from Finns. Placing shelter fulfilling another function during the room, for example there are parking spaces, training rooms or go -kart -tracks.
We have part of such an infrastructure, but we have to make it again and build a new one
– He emphasized.
He explained that it is a matter of adjusting urban spaces, for example parking spaces or a metro.
There are many years of investing for us, but it is worth using the best patterns
– He emphasized.
He mentioned the two most important, ie the possibility to use the space, so that they can be used in a different way by residents in addition to performing the function of hiding places. But at the same time, so that this place can be adjusted within 72 hours to protect.
This reduces costs and allows such spaces to function when there is no threat
He added.
He emphasized that the second important model is that all Finnish hiding places are equipped with analog devices, so they are fully resistant to cyber attack.
He admitted that there are also places in urban infrastructure in Warsaw, or, for example, hiding places in schools “a thousand years”, in which it is sufficient to invest money.
Of course you must gradually build new shelter and hiding places
He specified.
